Stormwater Management Public Education & Training Committee
Improving Stormwater Management Approaches Through Education and Outreach
With funding from the State of Florida Department of Transportation (FDOT), the Tampa Bay Regional Planning Council (TBRPC) coordinates the Stormwater Public Education Committee in District 7, which is comprised of staff in municipalities, counties, and non-profit organizations.
Delivering a safe transportation system that “preserves the quality of our environment” is an FDOT mission objective. FDOT’s active stormwater management program and support for local governments play an important part in meeting this objective. Stormwater discharges from FDOT projects and facilities are regulated under multiple water pollution control programs, including the National Pollutant Discharge Elimination System (NPDES) stormwater permitting program.
The TBRPC Stormwater Management Public Education & Training Committee meets four to six times a year to discuss nonpoint source pollution prevention education, define issues of common interest, and best practices for supporting the NPDES permitting requirements. The committee is open to any organization that develops programs to support outreach and education on water quality. To become a member, please go to our sign-up form.
Meeting topics include discussion of local priorities and emerging issues; techniques and strategies for effective public education and outreach; employee training, implementation of best management practices, water quality sampling, and others.

The district includes the following counties: Citrus, Hernando, Hillsborough, Pasco, and Pinellas.

FDOT Stormwater Outreach & Education Funding
Effective community education and outreach can make a difference in improving the quality of stormwater runoff to support healthy ecosystems.
Since 2014, the TBRPC has managed an annual mini-funding program, which is funded by FDOT to support local efforts to create awareness and change behaviors. In 2020, the TBRPC disbursed more than $79,000 to 13 organizations for projects which ranged from $1,000 to $13,000.
The projects developed and implemented creative public outreach programs and a variety of materials. All grant materials and resources are available for use and Committee members and awardees are happy to share their information and tips.
