OBJECTIVES
Economic development objectives of the TBRPC include:
- Maintain the Tampa Bay Economic Development District designation.
- Maintain the Comprehensive Economic Development Strategy.
- Grow the Economic Analysis Program, in terms of number of analyses, type of analyses, and number of clients.
- Seek additional State and/or Federally-funded grant opportunities.
- Explore avenues to build on unique capabilities – QCEW, GIS, REMI forecasts.
Tasks and activities to support these objectives include but are not limited to:
- Annually update the Comprehensive Economic Development Strategy.
- Provide technical assistance to the region’s economic development partners.
- Perform economic analyses for member governments as requested.
- Continue training/dialogue using REMI and IMPLAN.
- Interview economic development partners for ways to improve services.
- Maintain metrics related to Florida’s Strategic Plan for Economic Development 2018-2023.
- Maintain or support indicators related to Florida Chamber Foundation’s Six Pillars Framework.
ECONOMIC ANALYSIS PROGRAM
Economic Analysis Program
Tampa Bay Regional Planning Council’s Economic Analysis Program (EAP) helps communities and organizations predict how policy decisions or economic events affect the regional and state economy using state of the art economic impact software.
The Program has completed about 400 studies between 1999 and 2018. Topics have included identifying the economic impacts of potential new businesses, corporate relocations, transportation studies, studies on economic aspects of environmental issues, taxation, workforce development and many other public policy questions facing both the Tampa Bay Area and the State of Florida. TBRPC staff has extensive training and over 25 years experience in economic modeling.

Economic Development District (CEDS and EDA)
The Tampa Bay Regional Planning Council is designated as an Economic Development District (EDD) by the U.S. Economic Development Administration (EDA). Serving the six counties that make up the Tampa Bay Regional Planning Council (Citrus, Hernando, Hillsborough, Manatee, Pasco, and Pinellas), and all municipalities therein, the Economic Development District (EDD) provides the following services to its member agencies:
- Prepares and maintains the Tampa Bay Comprehensive Economic Development Strategy (CEDS)
- Assists with the implementation strategies identified in the CEDS
- Provides letters of support for projects submitted to the Economic Development Administration for funding
- Provides technical assistance to local governments and economic development organizations on their economic development activities, programs, and grant applications

TAMPA BAY CEDS
Tampa Bay Comprehensive Economic Development Strategy (CEDS)
The U.S. Economic Development Administration directs each designated Economic Development District to develop and maintain a Comprehensive Economic Development Strategy (CEDS) with the assistance of public involvement. Economic Development Districts are require to fully update the CEDS every five years and may elect to update the CEDS on an annual basis. Currently, the Tampa Bay Economic Development District’s CEDS expires in 2021. While the data herein have been updated, the underlying goals, objectives and strategies remain the same, as has most analysis contained within the document.

Project Phoenix 2.0: The Recovery
What if a Category 5 hurricane struck the Tampa Bay region? How would the events unfold, and what would the region look like in the aftermath of the storm? Project Phoenix 2.0: The Recovery is a facilitated training exercise that examines critical issues and capabilities of Tampa Bay area small businesses and emergency management agencies during disaster recovery. A series of videos supplement the exercise; illustrating a simulated Category 5 hurricane hitting Tampa Bay paralleled with lessons learned and words of advice from small business owners impactd by Hurricane Michael in 2018. Business Continuity Planning
The U.S. Department of Commerce’s Economic Development Administration (EDA) awarded a grant to support five disaster economic recovery coordinator positions that work to support economic recovery efforts in Florida in the wake of Hurricane Irma. Disaster Recovery Coordinators for each locality support enhanced recovery efforts by helping coordinate the efforts of local governments, economic development organizations, and individual business. This project also provides direct assistance in navigating and accessing the numerous resources, available from multiple agencies, to aid in recovery and resilience activities. Learn more.
